    so when some program want to create a bootable CD I could use it to create bootable ISO image file directly.

    You can use UltraIso to create a bootable CD.

      SO, you want to have an virtual cd burner.
      You can create (bootable) images with UltraISO or with Nero (change your recorder/burner to image recorder, then burn it in the normal way).
      But when you want to create a bootable cd for example with your antivirus program then this antivirus program has to have this image creating feature.
      At the moment it's impossible to do sth. like this and i think it won't be ever possible. What do you want with an bootable image? You can't use it to boot from it, because the virtual drive only exists when windows is running. So the image can only be used for burning the image on a CD-R(W).
      If you want to have an image of your bootable antivirus cd then create a bootable cd with your antivirus on CD-RW and then create an image of it. After you successful created your image you can delete the data of the CD-RW
