When I try to install the recovery console on my machine (AMD x64, Windows 2003 x64):
WINNT32.EXE /cmdcons

It doesn't work because the file (driver) dtscsi.sys cannot be copied because it is being used by another process.

Is it possible to allow winnt32.exe to copy this file? I guess it is of no use in the command prompt recovery console, but it is not nice to have to press Skip file.

You can temporarily disable SCSI controller, copy file, then reenable it again. But indeed - it is of no use for you.
