I am having the same problem...

EVERY suggestion someone has given me i have tried and still ... nothing ... the DVD-ROM drive does not work

This happened to both my PCs after installing Daemon Tools, one i reformatted and it worked fine, the other i cannot.

If the problem isnt daemon tools...what is it :/ ?

Maybe you didn't removed SPTD when you tried to removed DAEMON Tools when troubleshooting this issue. Look at the download section for sptdinst, you execute it on the command line with the following command
"sptdinst_x86.exe remove" (or if 64-bit OS use the other command line)

If you've removed dtscsi.sys, sptdxxxx.sys, and sptd.sys from the \WINDOWS\system32\drivers folder DAEMON Tools should be uninstalled and not causing any conflicts.

Buggy filter drivers, or - MS stated in its knowledge base article - "Cause: An incorrect device driver was installed for the CD-ROM device."
