Installing Tiger Woods PGA tour 2004

Now that i have installed the program and try to play it, it says


The D3D9.DLL File is linked to missing Export DDRAW.DLL:ddEntry21.

and..

c:/Programs/Tiger Woods 2004/Bin/TW2004.exe
A device attached to the system is not functioning
