You mean the "Private Messages" - Boardsystem?

You can't. Unless your postcounter reaches 20 posts or more,
you can't use it. This is a restriction to protect our loyal users
from spammers and therefore I guess it will take some time
and good will (and some sensefull posts) from you unless you
can use it.

Only exception is if you license DaemonTools, our customers
can use it "out-of-the-box"; on the other hand, most of our
customers are very active and have posted more than 20 posts
anyway

PS: Please post about your problem here now, as our board-team
usually does NOT respond to PM's about problems, that's what the
board is good for! Thank you for your understanding

Lol, this is the 3rd post from this user, all with the same content, except the country he's from...
First he was from Canada, then England and this time it's USA. My guess is that this is some bot posting messages, trying to get his postcount up to 20 so he can start spamming users in PM.
