Are images mounted by Daemon accessible before Windows starts up (e.g. could I mount an image of a Windows installation CD and have the BIOS start up on it?)

Booting from a USB Flash drive

I think you are wanting hardware solutions not software solutions (DAEMON Tools is software only and cannot function to emulate CD/DVD's unless Windows is already running in the background). People have been known to install windows from USB thumbdrives (even available in 1GB sizes).
