Are dvd's basically the same format as cds. I mean, do they use iso9660, joliet, etc... formats? Could you also make a dvd bootable?

You can record DVDs using all the typical filesystems: UDF, Joliet, ISO9660, HFS, ...

Yes, DVDs can be made bootable.
