one of our rules forbid the re-registering of people that are
already banned, otherwise a ban is obviously crap.

I check out all of his accounts now and - if necessary - ban
all of them.

So its all individual, its just a matter if the user only registered
twice or more or if he did it to annoy us again in the future.
Some people have more than one account without something
bad in mind, therefore its a decision we have to made individual
for every case
