Can't access .exe files on mounted .iso

hi all, first the vitals

Windows XP SP3
2.8 P4 2 GB RAM

I can mount images but can't run a setup.exe from the mounted image.
Error creating process
Cocume~1\(username)\LOCALS~1\temp\IXP000.TMP\downlo ader1.exe

access denied
