make a bootable ISO image file

I have got the ISO file but it is not bootable I am using epsxe for ps1 games and I wont to play trill kill (English) I think the Daemon tool is a good program but nothing is happening.

I just need to make the file into a bootable file so it can play on epsxe.

and is there a free ware program that can help out.
