I think you should highlight the board rules even more. People don't read the rules, and I think it is at least partly because they do not see the links at first glance.
Highlight the "BOARD RULES: English - Deutsch" in another color, e.g. orange (which would fit the links' hovering color);
INSERT INTO `portal_posts_text` VALUES
and maybe at least some of them would read the rules before posting.
The same goes for the search button - those buttons cannot be highlighted too much.
That's what just came to my mind... my two cents...
