Capital letters changed to small

I was writing a post into Russian Section and noticed that all the capital letters in my text (except for the very first one at the beginning) have been changed to corresponding small letters when the post was displayed. At the same time in the same thread I can see normal posts with starting letter capitalized in each sentence. Is it a new bug? Is it something NLS specific? Is it browser/OS dependent? I'm using IE7/WinXP 32bit English.
