Report a Bug in Image Editor with Middle East Languages!

Hi !
In Image Editor when choose a middle east language like Arabic or Persian, The text that showed on menu bar and Right click menu is mirrored!

I check the text file inside of "ARA.dll" & "PER.dll", but not from here!
Tell Me Why?
