How do I get Nero to see a phantom disk in my virtual drive :?

Please explain in detail what is not working.

I've used NERO to create an image from a cue and bin file, saved it to my harddrive but I can't figure out how to read the image to save the files. When I mount the image file DT doesn't reveal the file structure. It just shows a single 664 MB setup.WO2 file. How do I unpack this?

What you are seeing IS the contents of the cue/bin file. You should try to open the cue/bin in isobuster and see if it shows anything different.
