cannot install daemon tools

Operating System: Windows ME
Burning Software: Alcohol 120% trial version
Anti-virus Software: Mcafee
DAEMON Tools Version: not installed

I uninstalled d-tools because one drive wouldn't disable, found solve for that here, but cannot reinstall d-tools. Download file does nothing when I try to open it, and when I try to delete it i get this message:

Cannot delete dt346: the specified file is being used by windows.

I can delete it if I do so immediately after startup, though.

Help?

I found out why it would not delete, but it still does not install. It just puts the name dt346 on the task manager, then stops.
