No Language support detected and other problems

Running Win98 SE, DT v3.47. A week ago there were problems with my registry, so I had to load a back up registry. Now I'm getting the "No Language support detected" error whenever I try to start DT. DT is not on my Add/remove programs list, so the only option was to manually delete the folder.
Now the problem : Whenever I try to reinstall DT, nothing happens. I click the 'Install' button but the program simply exits without doing anything. Any suggestions?

I am having similar problems. I tried uninstalling via the instructions on the help page (deleting registry entries and using devmgmt.msc) and while it worked, when I reinstalled and restarted again to see if it helped, it did not. I am still getting the same old 'no language support' error.

Probably DT still has some registered DLLs
and registry entries.

Try removing them with CCleaner.
