vista install can't complete tools install

I have fresh vista install, all of the updates. I had the previous version of daemon tools working ok.

I try to install latest version (run as administrator), get the prompt that system needs to reboot to complete. System reboots and I get the same thing, system needs to reboot to complete.

I installed SPTD seperately, this didn't change anything still wants to reboot to complete and after rebooting wants to reboot to complete, after rebooting wants to reboot to complete, repeats.
