There seems to be much broken on the Daemon-Tools homepage these days. Just download the appropriate file from the Microsoft homepage:
Windows Installer 2.0 Redistributable for Windows NT 4.0 and 2000
Windows Installer 2.0 Redistributable for Windows 95, 98, and Me
