No, you're not supposed to unplug your HDDs. SecuROM and StarForce check for available ATAPI drives - IDE CD/DVD drives - and doesn't accept SCSI drives if any ATAPI drives are found.
Thus you need to unplug your optical IDE drives to get StarForce to work. It has nothing to do with IDE HDDs.
